HONGKONG. 22nd July, 1914.
I have the honour to transmit for your considera-
tion the attached petition from a woman named Ho Chang Mui pray-
ing that the sentence of banishment passed on her husband Chu
Loi be rescinded,

He
Chu Loi is a native of the Wai Chau District of
the Kwang Tung Province who formerly worked in Kowloon. In 1905
one Sin Wong was murdered in that locality and Chu Loi who was
alleged to have been implicated in the crime disappeared.
returned recently and was arrested on the charge of murder, but
owing to the length of time which had elapsed sufficient evid-
ence could not be procured and he was discharged.
He was, how-
ever, convicted of the offence of carrying arms and sentenced
to three months' imprisonment with the option of a fine of $300.
On his release he was proceeded against under the Banishment
Ordinance and he was forbidden to return to the Colony for ten
years on the ground that he had no honest occupation, had been
convicted of carrying firearms, was a thief and a dangerous
character".

I attach a copy of a minute by the Attorney
General in which the circumstances of the case and the attitude
adopted by the Government are fully reviewed and the statements
made in the petition analysed in detail.
